URL for listing of tags

I wanted to view and have a link to the tags page for my community in the community profile, so members can know what is/isn't acceptable.

I went to the URL: http://community.livejournal.com/battlegame/tag - this redirects to http://tag.livejournal.com/
I then tried it with a trailing slash: http://community.livejournal.com/battlegame/tag/ - and it worked just fine.

Shouldn't the intended behavior of the first URL (without the trailing slash) redirect to the one with the slash, instead of to tag's journal?
