Protocol support for comments

How difficult would it be to implement comment downloading in the protocol? It just seems to me that this would be a very useful feature to have. I searched recently, and saw that someone had been working on implementing this last August (gettalk/getcomments http://www.livejournal.com/community/lj_dev/565934.html), but in looking through the source I checked out of CVS I cannot find anything.

I have no experience programming in PERL, but would be willing to look into it to add this feature. Could someone point me in the right direction as far as which parts of the source I should be looking at, whether I should be modifying existing files or making new ones for this functionality, and what parts of the database are relevant to this sort of thing?
