Draft protocol for publically available LiveJournal data.

I have made available a draft of the proposed new LJ Data Protocol. This protocol is for making LiveJournal data such as friends lists available to software such as Joule which currently "scrape" the information from "userinfo.bml" pages. Use of this protocol will reduce the load on LiveJournal servers and make the clients simpler, more efficient and more robust.
