Can't create users

Does anyone have any ideas as to what might be wrong here? I simply cannot create new users on my local livejournal installation. After entering all user information and clicking 'proceed', I simly get an Internet Explorer error page. Could this have something to do with the way I'm connecting to the database? A file permissions problem, maybe? Or is this another default capability that needs to be added to ljconfig.pl or isn't being read from ljdefault.pl?
