e-mail registration and login confusion?

while i was logged in as my normal account, 'eyenot', i got a new idea and made a new journal for a community. while i was working with the new journal, i logged out as 'eyenot' and logged in as the new journal, with the 'permanent' login option (cookie). however, when i clicked the url in my mailbox to verify my registration, it logged me back in as 'eyenot'. this made me wonder, what if the email address that i gave for the new journal was somebody else's email box? would they have also connected to lj and logged in as my account?

i'm easily confused by any situation, so i could be missing something, but it sure seems like a bug to me.
