"User Picture Icons"-Request-Permissions

Ok, I already asked this in helpscreening (http://www.livejournal.com/talkread.bml?itemid=14608216), but it seems I have to dig at a deeper level:

Why are userpic requests viewable, but not answerable by people without support privileges?
