LJ court-ordered tracking

We've had police and other authorities have us track some users with criminal activities going on. This table records those actions, when the user's tracking attribute is turned on in the user table.

I was completely unaware that this went on until another user pointed it out to me today. I think we should be informed that LJ does this upfront, and we should be notified when we are being tracked.
